Report of Actions

Call to Order- Bernice Scott, Committee Chair, called the meeting to order.

Approval Of Minutes - The minutes of the February 22, 2000 Regular Session Meeting were approved as submitted.

Adoption Of Agenda - The agenda was amended and adopted with the addition of two Items for Information: (E) Request for report on the closing of the City of Columbia Landfill and (F) Request for CMCOG report on transportation.

Items for Action

A. Amendment to the Richland County Zoning Ordinance - The Committee recommended that Council give first reading approval to the deletion of sections 26-61.4(1); 26-61.4(3); 26-61.4(4); and 26-61.4(6) of the Richland County Zoning Ordinance. In addition, the Committee requested an executive summary to be provided at first reading.

B. Acceptance of Hazardous Materials Emergency Preparedness Grant - The Committee recommended that Council approve the acceptance of the $2,248 emergency preparedness grant from the South Carolina Emergency Preparedness Division.

C. Purchase of five "brush trucks" for fire service - The Committee recommended that Council approve the $125,440 purchase of five "brush trucks" from Benson Chrysler-Plymouth-Dodge.

D. Purchase of 800 MHz Motorola radio equipment for Emergency Services, EMS, and fire service - The Committee recommended that Council approve the $184,085.80 purchase of Motorola 800 MHz radio equipment for Emergency Services, EMS, and fire service.

E. Purchase of recorders for Emergency Services' communications centers - The Committee recommended that Council approve the $102,328.10 purchase of 9-1-1 recorders from Electric Business Equipment for the County's 9-1-1 communications centers.

F. Conveyance of water lines on Maingate Drive to the City of Columbia - The Committee recommended that Council approve first reading of the conveyance of the water lines on Maingate Drive relocated as a result of the Spring Valley Drainage Project to the City of Columbia for the purpose of maintenance and operation.

G. Award of County Resurfacing Contract to Rea Construction Company - The Committee recommended that Council approve the award of the resurfacing contract to Rea Construction in the amount of $850,967 with and additional $50,000 for contingencies.

Items for Information / Discussion

A. Report on Genesis Cable Company - The Committee received this report as information.

B. Improved standards for previously occupied manufactured homes relocating into Richland County - The Committee forwarded the proposed ordinance to the Planning Commission for review.

C. Review of sewer needs in the Riverside Forest and Broad River Heights neighborhoods - The Committee instructed staff to verify the City of Columbia's commitment to assist with funding and to schedule a Council work session after meeting with the City.

D. Funding strategy for improvements to the Township - This item was deferred without discussion.

E. Impact of the closing of the City of Columbia Landfill - The Committee instructed staff to review this and other cooperative arrangements with the City of Columbia and to address these with the Council at a future meeting.

F. Central Midlands Council of Government's report on transportation issues in Richland County - The Committee recommended that Council receive a report on transportation issues from the Central Midlands Council of Governments at one of the regularly scheduled April Council meetings.
